Introduction:
The military clite or the men on horseback", as the title of a famous book has identified them, have been playing a crucial political role in most of the states in the Third World ; in fact, more than two-thirds of these states have experienced military intervention already, and many more are likely to do so in the near future. The military elite do it either directly by displacing civil authorities, or indirectly through them. All cases of military intervention are however consciously conceived and purposefully undertaken with a view to achieving formulated goals with an awareness of the probable cost and risk involved. The main inquiry into the content and context of political role of the military elite should therefore begin with the simple question : Why and when do the military elite intervene in politics? The first part of this question takes us to the realm of motivations that propel the military clite to take over, and the second part leads us to the nature and performance of the civil authorities that provide the occasion. This chapter therefore will focus on the crucial variables that prompt the military to intervene in politics. But before analyzing these variables, it is interesting to take a look at the extent and depth of military intervention in politics in the Third World.
